  finance/hs-hledger-web: new port, hledger-web 1.52.4

hledger-web is the web interface and JSON API for hledger, the
plain-text double-entry accounting software. It builds its own copy of
hledger-lib and does not depend on finance/hs-hledger.

Ported from FreeBSD ports finance/hs-hledger-web. The USE_CABAL list is
unchanged (it vendors no GHC boot packages) and builds as-is with the
default lang/ghc 9.12.4.
