  devel/hs-hadolint: new port, hadolint 2.14.0 (#1671)

New port: hadolint 2.14.0, a Dockerfile linter (integrates ShellCheck as
a library). Based on FreeBSD's devel/hs-hadolint.

GHC 9.12.4 adaptations:
- Removed GHC boot packages from `USE_CABAL` (Cabal, Cabal-syntax,
directory, file-io, process, time, unix): built locally they collide
with GHC's `-inplace` unit ids
- Bounds-only patches (code compiles unchanged): hadolint.cabal `Cabal
<3.15`, `time <1.15`; language-docker `time <1.15`; spdx adds
`^>=3.14.2.0` to its Cabal-syntax range (upstream allows 3.10/3.12/3.16
but skips 3.14)
- distinfo matches FreeBSD's except the removed entries

amd64/4.0.6: build/fake/package OK, no plist problems. A sample
Dockerfile triggers DL3007/DL3008/DL3014/DL3009/DL3015/DL3003 and
SC2164; `--require-label ...:spdx` rejects an invalid SPDX id and
accepts `MIT`. portlint: 0 fatal.
