  databases/mariadb106-server: update to 10.6.28 (#1682)

## Changes
- Update MariaDB 10.6 server and matching client source to 10.6.28.
- Refresh the source checksum and remove three headers no longer
installed by upstream.
- Correct the existing DEPRECATED line spacing flagged by portlint.

## Validation
- `bmake makesum` passed on the shared server source; `patch`, `build`,
`fake`, `package`, and `check-license` passed for server and client.
- `portlint -C`: 0 fatal errors, 13 existing warnings.
- `git diff --check` passed.
- Client library SONAME remains `libmariadb.so.3`.
- `bmake test` has no test commands for these ports.
- Build used `MAGUS=1`, `NO_DEPENDS=1`, and GSSAPI_NONE because the
build host has MySQL 8.0 installed and ports OpenSSL conflicts with its
saved base GSSAPI option.

The port retains its existing deprecation and 2026-06-30 expiration
metadata.
