  databases/mariadb118-server: add MariaDB 11.8 (#1686)

## Summary

- Add MariaDB 11.8.9 client and server ports from the FreeBSD ports
tree, adapted for MidnightBSD staging and OS detection.
- Register both origins and the `mysql:118m` client library mapping.
- Keep the upstream server options, including WSREP, and add the Perl
runtime dependency used by installed scripts.

## Validation

- `bmake makesum`, `patch`, build, `fake`, and `package` passed for
client and server on MidnightBSD 4.2/amd64.
- `bmake check-license` passed for both ports; `bmake test` has no test
commands.
- Server package built with default engine and WSREP options; client
SONAME is `libmariadb.so.3`.
- Fresh server configure confirmed the MidnightBSD DTrace adjustment.
- `portlint -C`: server 0 fatal errors; client reports the existing
slave Makefile layout warning.

## Limits

- No MidnightBSD stable/4.0 build environment was available, so that
release remains unverified.
- The optional `mariadb-convert-table-format` utility uses
`DBD::MariaDB`; no coinstallable mports driver is currently available.
The package does not add an incompatible mandatory driver dependency.
- `git diff --check` flags whitespace in imported unified patch text.

## Summary by Sourcery

Add MariaDB 11.8 client and server ports for MidnightBSD.

New Features:
- Add MariaDB 11.8.9 client and server ports with client library
integration and server support for optional storage, compression,
security, and clustering features.

Bug Fixes:
- Apply MidnightBSD compatibility adjustments for DTrace, WSREP scripts,
RocksDB, and client library configuration.

Enhancements:
- Register the new MariaDB 11.8 client and server ports and define their
package metadata, dependencies, configuration files, service
integration, and installation manifests.
