  databases/p5-DBD-MariaDB: add Perl MariaDB driver (#1689)

## Summary

- Add `databases/p5-DBD-MariaDB` at upstream version 1.24, using the
local FreeBSD port as the import base.
- Provide MariaDB 10.6, 11.4, 11.8, and 12.3 flavors. Each depends on
its matching client package, allowing the driver to be installed
alongside that server series.
- Adapt maintainer, license identifiers, and fake staging for
MidnightBSD.

## Validation

- `bmake makesum`, `patch`, `check-license`, build, `fake`, `makeplist`,
`package`, and `test` passed for the 11.8 and 12.3 flavors on
MidnightBSD 4.2/amd64.
- Both packages record the matching MariaDB client, DBI, and Perl
dependencies. The built XS modules load against their staged client
libraries and contain no temporary RPATH.
- All four flavors resolve to the intended client origins. `portlint -C`
reports 0 fatal errors and one host configuration warning; `git diff
--check` passes.

## Validation limits

- The build host has MySQL 8.0 installed. Builds used staged MariaDB
client files and `NO_DEPENDS`, with package dependency metadata checked
separately. No installed packages were replaced.
- The upstream test target passes, but most database tests skip because
no MariaDB server is running.
- The 10.6 and 11.4 flavors were checked for dependency resolution, but
not compiled. MidnightBSD stable/4.0 was not build-tested.

## Summary by Sourcery

Add the DBD::MariaDB Perl driver and package it for multiple MariaDB
client versions.

New Features:
- Add the Perl DBD::MariaDB driver at upstream version 1.24.
- Provide MariaDB 10.6, 11.4, 11.8, and 12.3 package flavors with
matching client dependencies.

Enhancements:
- Adapt the port metadata, licensing, and staging behavior for
MidnightBSD.

Tests:
- Validate building, packaging, dependency resolution, and upstream
tests for the supported MariaDB flavors.
