  Mk/bsd.mport.mk: keep compound dependency requirements on 4.1+

PACKAGE-DEPENDS-LIST reduced a dependency's version requirement with
sed 's/^.*([<>])/\1/', whose greedy match keeps only the last bound, so
foo>=1.0<4.0:devel/foo was recorded as "<4.0".  mport on MidnightBSD
4.1 and later evaluates compound requirements (mport PR #244), so on
OSVERSION >= 401000 strip only the package name and pass the whole
requirement to mport.create.  Older releases keep the previous
behaviour so their mport does not see a form it cannot parse.

Single-bound requirements such as ">=1.8.2" are emitted unchanged on
both sides of the gate.
