  libexec/mport.update: build mport.update, not mport.list

A stray second PROG line left over from copying the mport.list
Makefile overrode the program name, so this directory built and
installed a duplicate mport.list and mport.update was never built.
Also define ZSTDDIR, which the include path referenced but no other
line set.
