  fix an issue with framework 13 touchpad so that it is reinitialized correctly when opened.

it is frequently powered off and loosing it's config

  change how we handle when devices turn on and off.  this cuts down on issues from device reset with touchpads such as those on framework laptops.

this is similar to linux behavior
