  textproc/meld: update to 3.22.3 (#1023)

Updates Meld to 3.22.3 and migrates packaging from distutils to Meson.

- Removes the obsolete PORTREVISION for the release update
- Updates GTKSourceView 3 to 4 and refreshes the staged manifest
- Corrects upstream GPLv2-or-later metadata to gpl2+

Validated: bmake makesum, patch, build, fake, package, test (3/3),
check-license, portlint -C, and git diff --check.

Update the Meld port to 3.22.3 with modernized build and dependency
configuration.

Enhancements:
- Update Meld to 3.22.3 and migrate its port packaging from distutils to
Meson.
- Use GTKSourceView 4 and correct the package license metadata to
GPLv2-or-later.
- Add optional NLS support and update package metadata, manifests, and
installation handling.
