  textproc/gspell: update to 1.14.3 (#1022)

Updates gspell from 1.8.1 to 1.14.3 and migrates the port from Autotools
to Meson.

- Removes the stale PORTREVISION.
- Updates the ABI plist and current locale set.
- Corrects the upstream license declaration to LGPL-2.1-or-later.
- Keeps upstream tests enabled. The test runner starts a scoped Xvfb and
declares the English Hunspell dictionary as a test dependency.

Depends on #1021 (`textproc/en-hunspell`).

Validation: bmake makesum, patch, build, fake, package, test (6/6),
check-license; portlint -C (0 fatals); git diff --check.

Update the gspell port to the latest release and modernize its build and
test integration.

Enhancements:
- Update gspell to 1.14.3 and migrate the port to Meson.
- Refresh dependencies, licensing metadata, ABI entries, and supported
locale files for the newer release.

environment.
