  x11/xkeyboard-config: update to 2.48 (#1144)

Updates xkeyboard-config from 2.29 to 2.48 and migrates the port from
Autotools to Meson.

- Preserve MidnightBSD’s /var/lib/xkb compiled-cache symlink.
- Regenerate the plist from the staged 2.48 install; pkg-config files
are staged under share/pkgconfig.
- Restore a functioning NLS option and add the upstream pytest
dependencies.

Validation:
- bmake makesum, patch, build, fake, package, test, check-license
- bmake OPTIONS_UNSET=NLS clean package test check-license
- portlint -C (0 fatals)
- git diff --check

Meson-based builds.
