  ai/py-litellm-proxy-extras: update to 0.4.74

0.4.74 is the version pinned by litellm 1.91.4's proxy extra, keeping the
two ports in step.

Upstream moved the build backend from poetry-core to uv_build, so
BUILD_DEPENDS switches to devel/py-uv-build. As in ai/py-litellm, a patch
relaxes the exact uv_build==0.11.8 pin to >=0.11.8 so the port builds
against the version in the tree.
