  deskutils/gnome-characters: update to 51.0 (#1288)

Updates GNOME Characters to 51.0.

- Restores the upstream test target with mports display-test support
- Refreshes locale entries

Validated: bmake makesum, patch, build, fake, package, env -u DISPLAY
bmake test (2/2), check-license, staged plist audit, portlint -C
(artifact-only fatals), and git diff --check.

Update the GNOME Characters port to 51.0 with refreshed packaging and
restored automated tests.

Enhancements:
- Update GNOME Characters to version 51.0 and track the 51.x release
series.
- Re-enable the upstream test target with virtual-display support when
no display is available.
