  www/epiphany: update to 51.0 (#1382)

Update Epiphany from 48.5 to 51.0 for WebKitGTK 2.52.0. Refresh
distinfo, retain the MidnightBSD sync portability patch, and add the
newly staged bg/kk/sk help locales and enums schema. Direct Meson build
completed all 461 targets against staged WebKitGTK 2.52.0;
check-license, portlint, and diff checks pass.
