Log Message:
-----------
Tools/magus: exclude /etc/ssl/cert.pem from the chroot tarball (#1509)
Fixes Magus failures like
https://www.midnightbsd.org/magus/ports/2265025 where installing
\`ca_root_nss\` inside the chroot fails with:
\`\`\`
/etc/ssl/cert.pem already exists but is not managed by mport; use -f to
overwrite.
\`\`\`
\`make_chroot_tarball.pl\` now passes \`--exclude=/etc/ssl/cert.pem\` to
tar via a small \`@excludes\` list, so the host's symlink to the
ca_root_nss bundle no longer ends up in the chroot image.
Verified on a MidnightBSD 4.x host that bsdtar honors the absolute
exclude pattern (the file is dropped while \`etc/ssl/cacert.pem\` and
\`etc/ssl/mailcert.pem\` are kept) and that the script passes \`perl
-c\`. The chroot tarball needs to be regenerated on the build hosts for
this to take effect.

## Summary by Sourcery
Bug Fixes:
- Prevent chroot tarballs from including the unmanaged /etc/ssl/cert.pem
symlink, allowing ca_root_nss to install successfully in Magus chroots.
