  sysutils/loki: fix consul checksum and broken etcd relink

GitHub regenerated the hashicorp/consul v1.5.1 archive. The size is
unchanged and the only content difference is an export-subst
abbreviated hash in a vendored k8s version string (12 chars to 11), so
refresh the SHA256 in distinfo.

With that fixed, extract failed on the post-extract etcd relink added
by the distfile dedupe: the framework already moves the etcd_io_etcd
group into vendor/go.etcd.io/etcd/api/v3, so ${WRKSRC_etcd_io_etcd}
no longer holds a client/ directory. The loki tarball ships a complete
vendor tree that already includes client/pkg/v3 and client/v3, so drop
the four relink lines.
