sysutils/loki: fix consul checksum and broken etcd relink (#1512)
Fixes the Magus failure at
https://www.midnightbsd.org/magus/ports/2269672 (checksum mismatch on
\`hashicorp-consul-v1.5.1_GH0.tar.gz\`) and the extract failure that
sits behind it.
**Consul checksum.** GitHub regenerated the v1.5.1 archive. Size is
identical and a full \`diff -r\` of the two extractions shows one
difference: a git export-subst abbreviated hash in
\`vendor/k8s.io/client-go/pkg/version/base.go\` went from 12 to 11
characters. \`distinfo\` is refreshed with the new SHA256.
**etcd relink.** Once the checksum passes, extract fails with:
\`\`\`
install: .../work/etcd-3.5.4/client/pkg: realpath: No such file or
directory
\`\`\`
The dedupe in #666 reused the \`etcd_io_etcd\` group, but that group
carries a vendor subdir, so the framework moves it into
\`vendor/go.etcd.io/etcd/api/v3\` before \`post-extract\` runs and
\`${WRKSRC_etcd_io_etcd}/client\` does not exist. The loki tarball ships
a complete vendor tree (every package in \`vendor/modules.txt\` is
present, including \`client/pkg/v3\` and \`client/v3\`), so the four
relink lines are simply removed. The Azure autorest relinks are left
alone; those groups have no subdir and still work.
Build-tested locally on MidnightBSD 4.0.6 amd64: \`bmake checksum\`,
\`extract\`, \`patch\`, \`build\`, \`fake\` and \`package\` all pass.
Portlint reports only pre-existing warnings.
Follow-up worth considering: since the tarball vendors everything, the
276-entry \`GH_TUPLE\` is redundant (FreeBSD's port builds from the
tarball alone) and each extra distfile is another chance for a GitHub
repack to break the checksum, as consul just did.

## Summary by Sourcery
Fix Loki port distfile verification and extraction failures.
Bug Fixes:
- Refresh the Consul distfile checksum to match the regenerated GitHub
archive.
- Remove broken etcd relinks so Loki extraction succeeds with its
bundled vendor tree.
