  devel/rubygem-opentelemetry-sdk: add build dependencies (#1520)

Fix Magus run 648 failure for port ID 2265115. Make runtime gem
dependencies available during build and fake-stage dependency
validation. Validation: dependency resolution advanced through building
the declared dependencies; local package validation is blocked because
the host lacks the ruby33-gems package metadata. git diff --check
passed; portlint has no fatal errors.
