  databases/postgresql15-contrib: fix staged README install (#1514)

Fix Magus run 648 failure for port ID 2261567. Create the extension
documentation directory and install README through the fake-adjusted
prefix. Validation: patch, build, fake, and package completed with
_PGSQL_VER=15 and DISABLE_CONFLICTS=yes; git diff --check passed.
Portlint findings are pre-existing MASTERDIR ordering warnings.
