  Fix health_check GitLab license path (#1580)

Fix Magus run 648 port ID 2264960 by matching the case-sensitive
MIT-LICENSE filename in the gem.

Analyzer assessment: partially supported. It identified the missing
license file, while the raw log and extracted source established that
capitalization was the concrete cause.

Validation:
- bmake check-license
- clean bmake package NO_DEPENDS=yes with an isolated dependency gem
path
- portlint -C devel/rubygem-health_check-rails-gitlab (no fatal errors)
- git diff --check
