  Add Peek GitLab build dependencies (#1584)

Fix Magus run 648 port ID 2265127. Make the Railties runtime dependency
available during fake-stage gemspec QA.

Validation:
- bmake check-license
- clean bmake package NO_DEPENDS=yes with an isolated dependency gem
path
- portlint -C (no fatal errors)
- git diff --check

## Summary by Sourcery

Ensure the Peek Rails GitLab port has its runtime dependency available
during build-time gemspec validation.

Bug Fixes:
- Make the Railties GitLab runtime dependency available during
fake-stage gemspec QA and package validation.

Build:
- Add the runtime dependency to the port's build dependencies.
