  AGENTS.md: document ELF symbol versioning behaviour and port-side guard

Research for #1380 found that the framework, strip, meson --strip and
cmake install/strip never add or remove version sections. Missing
version nodes come from upstream capability probes failing on this
toolchain in two ways: executables linked with a "local: *" map lose
crt1's environ/__progname that libc imports, and LLD 16+ rejects maps
naming undefined symbols. Record both failure modes, the fixes FreeBSD
uses, and the HAS_SYMBOL_VERSION regression guard.
