  Remove CLAUDE.md; Claude Code now reads AGENTS.md directly

CLAUDE.md only contained "@AGENTS.md". Since Claude Code 2.1.277, a
project without a CLAUDE.md has its AGENTS.md loaded in its place by
default, so the shim is redundant. Local and CI (claude-code-action,
now on 2.1.281) clients are past that version.
