  Remove CLAUDE.md; Claude Code now reads AGENTS.md directly (#1615)

`CLAUDE.md` only contained `@AGENTS.md`. Starting with Claude Code
2.1.277, projects without a `CLAUDE.md` get their `AGENTS.md` loaded
instead by default (setting: "Project instructions" in `/config`), so
this file is no longer needed.

- Local CLI: 2.1.280
- CI (`anthropics/claude-code-action at v1`): 2.1.281

Caveat: clients older than 2.1.277, and Bedrock, Vertex and Foundry
(which don't support this yet), will no longer pick up the repo
instructions.
