  devel/hs-cabal-install: update to 3.16.1.0

cabal-install 3.4.0.0 cannot be bootstrapped with current GHC. Update to
3.16.1.0, following FreeBSD's port: new USE_CABAL dependency set and the
linux-9.12.2.json bootstrap plan, patched for the GHC 9.12.4 builtin
library versions. Keep CABAL_BOOTSTRAP (our cabal.mk has no
SKIP_CABAL_EXTRACT). Move WWW from pkg-descr to the Makefile.

Requires lang/ghc 9.12.4.
