  devel/hs-cabal-install: update to 3.16.1.0

cabal-install 3.4.0.0 cannot be bootstrapped with current GHC. Update to
3.16.1.0, following FreeBSD's port: new USE_CABAL dependency set and the
linux-9.12.2.json bootstrap plan, patched for the GHC 9.12.4 builtin
library versions. Keep CABAL_BOOTSTRAP (our cabal.mk has no
SKIP_CABAL_EXTRACT). Move WWW from pkg-descr to the Makefile.

Requires lang/ghc 9.12.4.

  devel/hs-cabal-install: adapt to synced cabal.mk

Replace CABAL_BOOTSTRAP/PLIST_FILES with SKIP_CABAL_EXTRACT,
EXTRACT_ONLY and CABAL_EXECUTABLES as in FreeBSD's port, and define
do-build/do-install before including bsd.port.mk so they take
precedence over the cabal.mk defaults.
