  Changed paths:

    A finance/hs-hledger-web/Makefile

    A finance/hs-hledger-web/pkg-descr

  Log Message:
  -----------
  finance/hs-hledger-web: new port, hledger-web 1.52.4 (#1675)

New port: hledger-web 1.52.4, web UI and JSON API for hledger. Based on
FreeBSD's finance/hs-hledger-web.

- Builds its own copy of hledger-lib etc. via `Makefile.cabal`; no
dependency on the other hledger ports
- Only mports changes: MAINTAINER, `LICENSE=gpl3`, `SUBDIR` entry.
`Makefile.cabal` vendors no GHC boot packages; distinfo identical to
FreeBSD's
- amd64/4.0.6, GHC 9.12.4: build/fake/package OK, no plist problems.
`hledger-web --version` → 1.52.4, `--help` works. Server not started
- portlint: 0 fatal

Note: adds a `SUBDIR` line next to the other new hs-* ports in the same
category Makefile; if a sibling PR merges first this needs a trivial
rebase.
