  devel/hs-git-annex: new port, git-annex 10.20251215 (#1676)

New port: git-annex 10.20251215, which manages large files with git
without committing their contents. Based on FreeBSD's
devel/hs-git-annex.

GHC 9.12.4 adaptations (FreeBSD pins `lang/ghc910`, which mports does
not have):
- Dropped the `ghc-9.10.3:lang/ghc910` BUILD_DEPENDS; builds with
lang/ghc 9.12.4
- Removed `file-io-0.1.5` from `USE_CABAL` (GHC 9.12 boot package)
- Bumped `filepath-bytestring` 1.5.2.0.3 → 1.5.2.0.5, whose bounds
accept GHC 9.12.4's filepath 1.5.5.0 (solver rejected the old one); no
bound patches needed
- `post-stage`/`STAGEDIR` → `post-install` with `${PREFIX}` for the
git-annex-shell / git-remote-tor-annex symlinks
- FreeBSD's Kqueue and git-annex.cabal patches kept unchanged

amd64/4.0.6: build/fake/package OK, no plist problems. `git-annex
version` → 10.20251215 (ghc-9.12.4; flags Assistant Webapp Pairing
Kqueue TorrentParser MagicMime Feeds Testsuite S3 WebDAV Servant
OsPath). In a scratch repo `git annex init`, `add` and `whereis` work.
portlint: 0 fatal.

Not exercised: assistant/webapp, kqueue directory watching at runtime,
`bmake test`.

Note: adds a `SUBDIR` line next to the other new hs-* ports in the same
category Makefile; if a sibling PR merges first this needs a trivial
rebase.
